Lord Goddard was born in Stockport and has lived and worked there all his life. He spent 25 years with British Gas starting as an apprentice service engineer at the age of seventeen. Following the privatisation of British Gas, he left to start his own business and he had several successful ventures over the next ten years. He also worked for over twelve months in the voluntary sector with Age Concern.

He was first elected to Stockport Council in 1990 with a majority of over 4,000 votes, a position he held for twenty-two consecutive years.  With the introduction of the new cabinet-style governance for local authorities in 2002  he became a full-time councillor and was given the responsibility for Regeneration Housing and Tourism.  He then took the Transportation Portfolio before being elected Leader of Stockport Council in May 2007.

In 2008 he completed the Idea Leadership Academy Course and in 2009 the Leeds Castle Senior Leadership Course. In 2009 under his leadership, Stockport was audited as a 4-star “strongly improving” Council, making it one of the top 10% of authorities across the country.

He was a Vice-Chair of Greater Manchester Combined Authority and Vice Chair of the AGMA Executive Board, a Board Member of the Greater Manchester Local Enterprise Partnership [LEP], a Board Member of Manchester International Airport and a Board Member of MIDAS. He was a member of the Greater Manchester Fire and Rescue committee for over 10 years and was the Liberal Democrat spokesperson regionally and nationally on fire matters until 2007. For the last two years He was a member of the Greater Manchester Police Authority and was Vice Chair of Finance.

He was also the first Environment Commissioner for Greater Manchester, the NABMA LGA National Markets Champion and a Governor of Stockport School.

He was one of the four leaders of Greater Manchester that made the successful presentation to central government to obtain the first ever City deal, a billion-pound investment in the Greater Manchester region.

On 8th August 2014 he was awarded a Life Peerage from the Queen and on 15th September Letters Patent of Creation sealed, title confirmed as The Lord Goddard of Stockport. His ntroduction into the House of Lords took place 29th October 2014. He is a member of the Secondary Legislation Committee and a member of a number of All Party Parliamentary groups [APPGS] of which he is a vice chair of several.

Lord Goddard has a number of interests including his involvement in supporting victims of sexual abuse in sport leading a debate in the House of Lords, Local Government, Regional Devolution, Town Centres, Oil and Gas and supporting New Technologies. He also supports emerging democracies across the globe and a Schools for Kenya children’s charity.

He lives in High Lane, Stockport with his wife Helen. Hobbies include fine red wine collecting and for the last 51 years following my beloved Manchester City Football Club.
